Shadow scout detail questions

Hey all. I'm currently working on my shadow scout costume and had a couple small detail questions.

My fiancee is a TB and is going for lancer status. When he was working on his boots he had to do the cut out vents on the boot holster. I cant find anything in the shadow crl about this as a requirement for specialist. Is it required?

Also Ive seen in some pictures the shadow scouts have a red bar on the left shoulder bell. Is this a rank indicator or specialist bar (flametrooper, rocket, etc)?

there are differences in the TB program and our program, but the red bar is not part of our program because it is not found consistently through the art.  

Here is our current CRL PROPOSAL  which does read a bit differently than the currently published Shadow Scout CRL.  In the proposal the boot cutouts are an L2 item.
