Toddo has given you great advice. You might also consider doing the helmet first, since it may be a bit easier to envision. Open up a WIP thread and feel free to post up questions as they come up. We can help guide you along in the process. As he mentions, read up on what others have done and you'll form your own techniques. It's sort of like building a BIG airplane or car model, only you wear it!

The AFX Universal Fast Shield is a good option, if you can find it. They used to be readily available but are hard to find these days. Check out eBay and you can find them.

No, there is no costume in the Legion that matches that scout. It's an artist rendering of a classic Biker Scout, with weathering. There are a few more pictures from that artist floating around (see below). You could do the classic scout, as seen in ROTJ, and weather it up "heavily" to match, or do the Storm Commando/Shadow Scout variant.
